School districts are disparate little kingdoms

To understand the Home Rule concept we must first understand the basics behind the Texas school system.  The Texas Legislature develops the laws that govern school districts and school districts are autonomous entities. 

Para comprender el concepto Home Rule escolar (un distrito que se regula solo) o autonomíco debe primero entender los conceptos básicos detrás del sistema escolar de Texas. La legislatura de Texas desarrolla las leyes que rigen los distritos escolares y distritos escolares son entidades autónomas.

As autonomous creatures, school districts are disparate little kingdoms each with a royal court and an appointed king or queen that serves at the pleasure of a majority of the royal court (school board).  The appointee has dictatorial powers checked only by a majority of the royal court. The superintendent could be an enlightened or not-so-enlightened despot.

Como seres autónomos, los distritos escolares son diferentes reinos pequeños con una corte real y un designado rey o reina que sirve al gusto de la mayoría de la corte real (Consejo Escolar). La persona designada tiene poderes dictatoriales sólo por una mayoría de la corte real. El superintendente puede ser un déspota ilustrado o no-tan-iluminado.

The Roman Empire is an example of what happens when an empire can no longer protect itself.  It was the attack of the barbaric Germanic tribes that brought about the fall of the Roman Empire resulting in the birth of many small kingdoms.

El imperio romano es un ejemplo de lo que sucede cuando un imperio ya no puede protegerse a sí misma. Fue el ataque de los bárbaros germanos que provocó la caída del imperio romano dando como resultado el nacimiento de muchos reinos pequeños.

Kingdoms are attacked barbarians once in a while.  These attacks have a tendency to confuse the kings subjects who don’t know who should get their loyalty.  Europe was once a multitude of little kingdoms each with its own king or queen.  Eventually, the most powerful kingdom gobbled up all the surrounding kingdoms and thereby a large kingdom was forged, one out of many.

Reinos son atacados de vez en cuando por bárbaros. Estos ataques tienen una tendencia a confundir los temas de los reyes que no saben quién debe recibir su lealtad. Europa era una multitud de pequeños reinos cada uno con su propio rey o reina. Finalmente, el más poderoso reino devorado todos los reinos circundantes y así se forjó un gran reino, uno de muchos.

The kingdom is being besieged and the threat is real.  What we see in Dallas is a big kingdom being invaded by a larger army called MONEY.  Another way to put this is big fish (MONEY) have a tendency to eat little fish.  A well-organized army of MONEY can conquer a loosely organized kingdom especially from a surprise sneak attack.  Such was the case on election night we the MONEY army attacked and started gathering signatures to convert DISD from a regular school district to a Charter district.  Of course the motive is that some other system can do a better job of educating our children than the current system.

El Reino está siendo sitiado y la amenaza es real. Lo que vemos en Dallas es un reino grande siendo invadido por un ejército más grande llamado dinero. Otra manera de decirlo es grande peces (dinero) tienen una tendencia a comer peces pequeños. Un ejército bien organizado de dinero puede conquistar un reino libremente organizado especialmente desde un ataque de sorpresa. Tal fue el caso en la noche de las elecciones que el ejército dinero atacó y comenzó a reunir firmas para convertir DISD de una escuela normal del distrito a un distrito estatutaria. Por supuesto, el motivo es que algún otro sistema puede hacer un mejor trabajo de educar a nuestros hijos que el actual sistema.

There is cloak and dagger drama with supposed friends all of a sudden wearing the green uniform of MONEY.  With a 1.6 billion dollar budget there is a lot of MONEY to pass around in DISD.  It is like one of the MONEY catching booths where you get to keep all that you can grab.  There is room for a lot of greed.  One would have to be pretty naïve to not believe that awarding of contracts does not affects how some members of school board cast their vote.   

Hay bastante drama de capa y daga entre supuestamente amigos que de repente se visten con el uniforme verde de dinero. Con un presupuesto de 1,6 billones de dólares, hay un montón de dinero para circular en DISD. Es como una cabina de dinero atrapando donde te quedas con todo lo que puedes arrebatar. Hay espacio para un montón de codicia. Uno tendría que ser bastante nave a no creer que adjudicación de contratos no afecta a cómo algunos miembros de la junta escolar de emitan su voto.

The Louisiana state legislature acted swiftly taking advantage of the disorientation following Hurricane Katrina to pass laws that facilitated the creation of charter schools to replace the public schools. 

La legislatura del estado de Louisiana actuó rápidamente aprovechando la desorientación tras huracán Katrina para aprobar leyes que facilitan la creación de escuelas estatutaria para reemplazar a las escuelas públicas.

For years everybody’s favorite bull’s eye for what ails education has been the teacher.  Someone has to take the fall for the poor performance of students and that someone is the teacher.  Attacks on teachers have been a constant and steady.  Teachers went from being tenured, not having to worry about suddenly being fired, to renewable contracts mostly at the whim of principals.  The demand for fire at will contracts for teachers has been incessant.  Yes there were a few bad apples in the barrel but the solution was to get rid of the whole barrel because of one bad apple was hardly appropriate.  It was like principals bit off their nose to spite their face.  The only defense teachers had were teachers unions or organizations and their power is limited because teachers lack the most powerful tool in labor arbitration, the right to strike.   

Durante años el ojo de buey favorito de todo el mundo para lo que enferma la educación ha sido el maestro. Alguien tiene que asumir la caída para el pobre desempeño de los estudiantes y ese alguien es el maestro. Los ataques a los maestros han sido constante y estable. Los maestros pasarón de ser titular y no tener que preocuparse de ser despedidos de repente a contratos renovables principalmente en el capricho de los directores. La demanda de contratos de despedida sin motivo de los maestros ha sido incesante. Sí, había unas pocas manzanas podridas en el barril pero la solución no fue para deshacerse de todo el barril por una manzana era poco apropiado. Era como si los directores tiro piedras contra su propio tejado. La única defensa que tienen los maestros son los sindicatos y otras organizaciones docentes y su poder es limitado porque los docentes no tienen la herramienta más poderosa en el arbitraje, el derecho de huelga.



Home Rule is a bad idea whose time has not come. It has disoriented the entire school structure creating uncertainty as to which direction the district is going to go.  The change to Home Rule is a topic that does not even belong on the table.  The disruption would create confusion and chaos in the third degree.  Basta!!!!

Home Rule escolar (un distrito que se regula solo) o autonomíco es una mala idea cuyo tiempo no ha llegado. Ha desorientado a la estructura de todo el distrito, creando incertidumbre sobre qué dirección el distrito va a ir. El cambio de la escuelas estatutaria es un tema que no pertenece ni siquiera en la mesa. La interrupción crearía confusión y el caos en el tercer grado. Basta!!!
